It was a great honor to be selected as the director of the U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center and I look forward to collaborating with our warfighter customers, industry, academia, other government agencies — and with international partners – to help us maintain and grow our technological advantages.

Everything that we do – all of our research and engineering, every process we adopt, and every organizational adjustment that we make – should serve one purpose: to get our Soldiers to the fight with everything they need to accomplish the mission.

I look forward to updating and using this platform to talk about our progress with the American public, our current and potential partners, and with our science technology, engineering and mathematics students who hold the future in their hands. OFFICE OF THE DIRECTOR

Internal Review and Audit Compliance Office provides the Armaments Center and Program Executive Office Ammunition a full range of professional internal review services to include internal audit, consulting and advisory, liaison with external audit agencies and follow-up on both internal and external audit reports.

Legal Office provides the Armaments Center and all Picatinny-based tenant elements legal advice and services. Its Business Law Division supports Army Contracting Command-New Jersey regarding administration and execution of acquisition programs at Picatinny and the use of appropriated and non-appropriated funds. Its General Law Division handles all matters pertaining to general law and adversary proceedings involving environmental law, administrative law, court litigation, military and civilian personnel, taxation, claims by or against the government and conflicts of interest. The Intellectual Property (IP) Division aggressively supports the Armaments Center’s technology transfer mission and provides advice on all matters involving inventions, patents, trademarks and copyrights including data and related legal activities involving licensing and claims for IP rights.

The Strategic Technology Investment Office supports the director in the execution of the Armaments Center science and technology mission. Aids in the development of solutions to current and projected Army armament needs. Performs initial coordination of the Armaments Center subject matter experts and higher headquarters for concept development and subsequent transition management of these projects to the command centers and/or project managers; Partners with the technology community to determine status and provide future assessments and analysis of armament technology and systems concepts.

Safety Office supports the Armaments Center mission by delivering safety assurance and risk management for armament systems, the environment, facilities and the Armaments Center workforce through the application of system safety engineering techniques and implementation of a robust, mission-focused Safety Management System.

CHIEF OF STAFF ORGANIZATIONS

G-1 – Human Capital Office oversees, leads, develops and executes an effective strategic talent management program integrated and aligned with the Armaments Center vision, mission, objectives and capabilities. This is accomplished through oversight and involvement in leading Armaments Center training, education and professional development programs, workforce satisfaction initiatives, performance management, support of Armaments Center outreach programs, recruitment and retention programs.

G-2 – Intelligence and Technology Office provides intelligence support to the Armaments Center. Provides advice and guidance on intelligence and intelligence-related issues to the director. Implements all intelligence-related security programs, including intelligence support to security awareness and education training, security policy, personnel security, information security, industrial security, foreign disclosure, information sharing, foreign visitor control, intelligence oversight, and sensitive compartmented information security.

G-3 Operations Office establishes policies and plans, analyzes, manages, and executes overall staff coordination for a variety of Armaments Center-wide actions and initiatives, including managing deployed personnel and equipment, coordinating mobilization, war emergency and contingency planning. Provides crisis management support, assures leadership awareness and prepares for readiness inspections and a variety of potential crisis drills.

G-4 Logistics and Facilities Office provides logistics support to Armaments Center. Provides supply, logistics, maintenance and facility support to achieve the director’s objectives.  Coordinates supply requirements and property accountability.  Determines maintenance timelines, requirements and workload to keep equipment and vehicles in safe working conditions.  Coordinate the planning, funding and construction of new facilities or the renovation of existing facilities.

Office of the CIO/G6 plans, manages and integrates Army-wide enterprise knowledge/data management processes, systems, and hardware/software architectures across the AC cyber terrain enabling efficient business strategies and mission operations. Promotes a highly complex enterprise IT management approach to managing information technology programs, assets, processes and policies through innovative business application development, a well-defined and controlled data architecture and enterprise governance.

G-8 Chief Financial Office serves as the corporate resource manager for the Armaments Center and other customers. Provides the financial and resource management analysis necessary for planning and execution of long-range strategic, business and project plans through financial management analysts embedded in the other Armaments Center competency centers, staff organizations and co-located Picatinny customers.

G-9 Strategic Communications Office supports Armaments Center leadership on engagements and communication strategies that advance organizational priorities and strategic initiatives. They plan, coordinate and facilitate strategic engagements with internal and external stakeholders, including activities related to public affairs, legislative affairs, official visits, international cooperation, as well as business and academic partnerships. The office aligns its efforts with Army, Army Futures Command and DEVCOM communication priorities. Additionally, they provide protocol, branding and graphic support for a variety of events and activities.
